Turkey's eSIM Block Is Still Active in October 2026: Most Big eSIM Stores Won't Load From Istanbul

Fresh checks from Istanbul in October 2026 show 15 of the 19 largest international eSIM stores still unreachable on Turkish networks. Installed eSIMs keep working — but you can't buy or top up once you land.

Turkey's eSIM Block Is Still Active in October 2026: Most Big eSIM Stores Won't Load From Istanbul

If you are flying to Turkey this autumn, the rule is the same as it was a year ago: buy and install your travel eSIM before you board. Fresh checks from Istanbul show that Turkey's block on international eSIM sellers is still firmly in place in October 2026.

What happened

Nomad Istanbul, a local expat guide, tested the websites of the 19 largest international eSIM stores on a Türk Telekom connection on 10 September and 1 October 2026. Fifteen of the 19 timed out, including Airalo, Holafly, Saily and Nomad. A recheck on a Turkish mobile line on 13 October 2026 found Airalo and Holafly still not loading. A handful of smaller stores did load, but the guide notes that a page loading is not proof that checkout works.

The block itself goes back to 2025. Turkey's telecom regulator, BTK, issued its first decision on 10 July 2025 against eight sellers — Airalo, Saily, Holafly, Nomad, Instabridge, MobiMatter, aloSIM and BNESIM. A second decision on 17 July added ten more, and a third on 15 September 2025 added fourteen, bringing the total to roughly 37 storefronts. The decision numbers are documented by İFÖD, the Turkish Freedom of Expression Association. BTK has never published a consolidated list or its reasoning; Turkish tech press reported that the targeted sellers are not licensed Turkish operators and do not store subscriber data in Turkey.

We first mapped this in our overview of where travel eSIMs are blocked in 2026. The October checks confirm nothing has eased.

What the block does — and doesn't — do

This is the part most travelers get wrong. The block works at the domain and app level on Turkish ISPs and mobile networks: websites, apps and activation servers. It does not block eSIM technology.

  • An eSIM profile you installed and activated before arrival connects to Turkcell, Vodafone or Türk Telekom as a normal roaming user and keeps working for its full validity.
  • You cannot buy a new plan or top up from a blocked provider once you are on Turkish networks.
  • Customer support pages may also be unreachable, so troubleshooting from inside Turkey is harder.
  • VPNs are not a reliable workaround: Turkey has also blocked dozens of commercial VPN services.

The 120-day rule for longer stays

If you plan to buy a local line instead, Turkcell, Vodafone Türkiye and Türk Telekom sell tourist SIMs and eSIMs in stores with a passport. Turkcell's Tourist Welcome Pack, for example, was listed at 20GB plus 200 minutes for 1,800 TRY per 28 days on its campaign page in late September 2026. A local line gives you a +90 number for Turkish bank codes and delivery apps — but it also starts the 120-day IMEI registration clock on a foreign phone. After that, the phone must be registered or it loses service on Turkish networks.

Why it matters

Turkey is one of the most visited countries in the world, and Istanbul is a major transit hub. A traveler who lands with a dead app and an empty data plan has few good options: airport counters charge a premium, and international stores are out of reach. The October 2026 checks also show the list keeps growing without warning — BTK added providers three times in 2025 — so a provider that works today is not guaranteed tomorrow.

What to do before you fly to Turkey

  1. Install at home, on Wi-Fi. Download and activate the eSIM before departure, and check that it shows a network name if your provider allows early activation.
  2. Buy more data than you think you need. Assume you cannot top up inside Turkey.
  3. Save your details offline. Screenshot the QR code, the ICCID and the activation email.
  4. Keep your home SIM on for SMS. You will need it for verification codes; turn off its data roaming to avoid charges.
  5. Need a Turkish number? Pair your travel eSIM with a local prepaid line — but mind the 120-day IMEI rule.

The same advice applies to every international provider, HOLASIM included: we could not independently verify which stores outside the published lists are reachable from Turkey, so the safe move is to arrive with your plan already installed.
